When to plant/Germinating

I just received my seeds in the mail and was wondering when do i know that I can plant my babies? I live in a rather cold climate (Quebec, Canada)
Also, Its my first crop ever so i was wondering if any of you would have some tips for germinating the seeds and other for the first month or so of growing
Is it possible to germinate seeds outdoor?
