I need HELP!!!!!!!! What kind of seeds are recommended for growing in this region. Whens the best time to plant?

Hey Sugarhigh. Welcome to the forum.
As far as I know North Carolina has an excellent climate for cannabis. Most strains should grow pretty well there. Your long, growing season means you could probably grow some of the longer flowering sativas too, something those of us in colder climates don't get the chance to do.
Think about what you want. Do you like to get really high or really stoned?
If you like high you could think about something like Jack Flash #5. This is a high yielding plant with a great uplifting high.
If you like a good deep stone than maybe a good old fashioned Super Skunk. Again a heavy yielder with a heavy stone effect too.
Be aware that the Skunk is quite stinky. Is stealth an issue for you?
If you give us some more detail about your climate (how wet is it?) and the site you have in mind (full sun? type of soil? etc) then we can help you out some more.
